With reference to Your Excellency's letter of the
30th. Jamiay, I have the honour to inform you that I shall in due
course forward to the Secretary of State for the Colonies a copy
of the correspondence on the subject of the payment of Mission funds belonging to the Basel Mission a German-Swiss Institution - to the Reverend C. Bitzer, Treasurer of the Mission.

It is necessary in order to enable the Secretary of State to appreciate the reasons for Your Excellency's distrust of Mr. Bitzer that the Secretary of State should have before him the record of the case against Mr. Bitzer when the latter was tried be Court Martial, not for breach of the parole given to the Colonial Government as stated in your letter of the 30th. ultimo, but for conduct to the prejudice of good order and military discipline. I asked at the time for a copy of the evidence in the case and was informed by Your Excellency's letter of the 5th. of September that "in this description of Court Martial no record is kept of documentary or oral evidence". But I assume that in a case of sufficient importance to justify a Court Martial in imposing a sentence of 4 months imprisonment the documentary evidence can scarcely have been destroyed. I have, therefore, again to request that I may be furnished with a copy of the circular letter which was alleged to contain exaggerated statements of German victories, and which apparently constituted the only evidence against Hir.

With reference to Your Excellency's remark th Bitzer would in certain eircumstances have been deported to Shanghai, I venture to remind you that the power of dejr is vested in the Governor and that such power does not the power to deport to any particular place, or to ke deportee in the place he may elect to proceed to.
